40%裝配式建筑,明確十項重點任務!《河南省碳達峰實施方案》印發

河南省人民政府近日印發《河南省碳達峰實施方案》,其中(zhong)提出,推廣綠色建造方式,加快推進新型建筑工業化發展,大力發展裝配式混凝土建筑和鋼結構建筑,推動裝配化裝修,落實年度建設用地供應面積中裝配式建筑建設面積比例。到2025年,全省新開工裝配式建筑面積占新建建筑面積比例力爭達到40%。促進綠色建材應用,不斷提高綠色建材應用比例。樹立建筑全壽命周期理念,推行建筑綠色規劃、綠色設計、綠色施工、綠色運營、綠色維護、綠色拆除全過程管理制度,杜絕大拆大建。建設綠色(se)城(cheng)鎮、綠色(se)社區。

方案中提出,持續提升綠色建筑比例,大型公(gong)(gong)共建筑(zhu)和國家機關辦公(gong)(gong)建筑(zhu)、國有資金參(can)與投(tou)資建設的其他公(gong)(gong)共建筑(zhu)按照一星級以(yi)上(shang)綠色(se)建筑(zhu)標(biao)準進行建設。開展超低能耗建筑示范,推動超低能耗建筑、低碳建筑規模化發展。深入推進居住建筑和公共建筑節能節水改造與功能提升,推動老舊供熱管網等市政基礎設施節能降碳改造。探索(suo)既有(you)建(jian)(jian)筑(zhu)節能(neng)改造(zao)市場化模式,推(tui)進公共建(jian)(jian)筑(zhu)能(neng)效(xiao)提升試(shi)點(dian)城市建(jian)(jian)設。提升城鎮建筑和基礎設施運行管理智能化水平,加快推廣供熱計量收費和合同能源管理,逐步開展公共建筑能耗限額管理。到2025年(nian)(nian),城鎮新建(jian)(jian)建(jian)(jian)筑(zhu)100%執(zhi)(zhi)行綠色建(jian)(jian)筑(zhu)標(biao)準;到2030年(nian)(nian),全(quan)省新建(jian)(jian)建(jian)(jian)筑(zhu)嚴格執(zhi)(zhi)行建(jian)(jian)筑(zhu)節(jie)能(neng)設計標(biao)準。

方案中還提出,鼓勵(li)在(zai)建(jian)(jian)(jian)筑(zhu)領域規模化(hua)應(ying)用(yong)可再生(sheng)(sheng)能(neng)源(yuan)(yuan),提高(gao)(gao)(gao)太陽能(neng)、風能(neng)、地熱(re)能(neng)、生(sheng)(sheng)物(wu)質能(neng)等(deng)(deng)可再生(sheng)(sheng)能(neng)源(yuan)(yuan)綜合利用(yong)水平。可再生(sheng)(sheng)能(neng)源(yuan)(yuan)利用(yong)設施與建(jian)(jian)(jian)筑(zhu)主體工(gong)程同(tong)步(bu)設計、同(tong)步(bu)施工(gong)、同(tong)步(bu)驗(yan)收(shou)。開展建(jian)(jian)(jian)筑(zhu)屋(wu)頂光(guang)伏行動,充分利用(yong)既有建(jian)(jian)(jian)筑(zhu)屋(wu)頂資源(yuan)(yuan)建(jian)(jian)(jian)設光(guang)伏發(fa)(fa)電(dian)(dian)(dian)設施,鼓勵(li)工(gong)業廠房屋(wu)頂建(jian)(jian)(jian)設光(guang)伏發(fa)(fa)電(dian)(dian)(dian)設施,大(da)幅提高(gao)(gao)(gao)建(jian)(jian)(jian)筑(zhu)采(cai)暖(nuan)(nuan)、生(sheng)(sheng)活熱(re)水、炊(chui)事等(deng)(deng)電(dian)(dian)(dian)氣(qi)化(hua)普及率。推進熱(re)電(dian)(dian)(dian)聯產集(ji)中供暖(nuan)(nuan),加快推動工(gong)業余熱(re)供暖(nuan)(nuan)規模化(hua)發(fa)(fa)展,因(yin)地制宜推行熱(re)泵(beng)、生(sheng)(sheng)物(wu)質能(neng)、地熱(re)能(neng)等(deng)(deng)清潔(jie)低碳供暖(nuan)(nuan)。提高(gao)(gao)(gao)建(jian)(jian)(jian)筑(zhu)終端(duan)電(dian)(dian)(dian)氣(qi)化(hua)水平,建(jian)(jian)(jian)設集(ji)光(guang)伏發(fa)(fa)電(dian)(dian)(dian)、儲能(neng)、直(zhi)(zhi)流配(pei)電(dian)(dian)(dian)、柔(rou)性用(yong)電(dian)(dian)(dian)于一(yi)體的"光(guang)儲直(zhi)(zhi)柔(rou)”建(jian)(jian)(jian)筑(zhu)。到2025年,城鎮建筑可再生(sheng)能源替代(dai)率達(da)到8%,新建公共機構建筑、新建廠房屋頂光伏覆蓋率力爭達(da)到50%。

近日,中(zhong)共河(he)南(nan)省委、河(he)南(nan)省人民(min)政府印發《河(he)南(nan)省碳達峰實施方案》,并(bing)發出通知,要求各地各部門結合(he)實際認真貫(guan)徹落實。《河南省碳達(da)峰(feng)實施方案》主要(yao)內容如下:為(wei)有(you)力有(you)序有(you)效做好碳達峰(feng)工(gong)作,根據《中共中央、國務院關(guan)于完整準確全面貫徹新發(fa)展理念做好碳達峰(feng)碳中和工(gong)作的(de)意見》等文件精神(shen),結(jie)合我省實際(ji),制定如下實施方案。一、總體要求(一(yi))指(zhi)導思想。以(yi)習近平新時代中國(guo)特色(se)社(she)(she)會主義(yi)思(si)想(xiang)為(wei)指導(dao),全(quan)(quan)面(mian)貫徹(che)(che)黨的十九大和(he)(he)十九屆歷次(ci)全(quan)(quan)會精神(shen),深(shen)(shen)入(ru)貫徹(che)(che)習近平生(sheng)態文明(ming)思(si)想(xiang),落實(shi)促進中部地(di)區崛起、黃(huang)河(he)流(liu)域生(sheng)態保(bao)護(hu)和(he)(he)高(gao)質量發展等國(guo)家戰略,立足(zu)新發展階段,完(wan)整、準確(que)、全(quan)(quan)面(mian)貫徹(che)(che)新發展理念(nian)(nian),服務構(gou)建新發展格局(ju),深(shen)(shen)入(ru)踐行綠水青山就是金山銀山理念(nian)(nian),把碳達(da)峰、碳中和(he)(he)納入(ru)經濟社(she)(she)會發展全(quan)(quan)局(ju),堅持系統觀念(nian)(nian),統籌發展和(he)(he)安全(quan)(quan),以(yi)經濟社(she)(she)會發展全(quan)(quan)面(mian)綠色(se)轉(zhuan)型為(wei)引領,以(yi)推動能源綠色(se)低碳發展為(wei)關(guan)鍵,深(shen)(shen)入(ru)推進碳達(da)峰行動,加(jia)快形(xing)成節(jie)約資(zi)源和(he)(he)保(bao)護(hu)環(huan)境(jing)的產業(ye)結構(gou)、生(sheng)產方式(shi)、生(sheng)活方式(shi)、空(kong)間格局(ju),確(que)保(bao)如期實(shi)現(xian)2030年前碳達(da)峰目標。(二)工作原(yuan)則——統(tong)籌規劃,協同推(tui)進。堅持(chi)前瞻(zhan)性思維,加強(qiang)統(tong)籌協調,一(yi)體(ti)(ti)謀劃、一(yi)體(ti)(ti)部(bu)署、一(yi)體(ti)(ti)推(tui)動(dong)、一(yi)體(ti)(ti)考核碳(tan)達峰、碳(tan)中和工作。處理好發展(zhan)和減排、整體(ti)(ti)和局部(bu)、長遠目標和短期(qi)目標、政(zheng)府和市(shi)場的關系,搶抓發展(zhan)機遇,推(tui)動(dong)經濟社會綠色低碳(tan)轉(zhuan)型發展(zhan)。——穩妥有序,安全降碳。堅持底線思維,強化風險意識,統籌經濟增長和平穩降碳,確保能源安全、產業鏈(lian)(lian)供應(ying)鏈(lian)(lian)安全、糧食安全和人民群眾正常生(sheng)(sheng)產生(sheng)(sheng)活。——目(mu)標引(yin)領,分類施(shi)策(ce)。堅持一盤棋思維(wei),按照系統性(xing)(xing)、動態性(xing)(xing)要(yao)求,科學設置各地及重點領域、行(xing)業(ye)、企業(ye)碳達(da)峰(feng)目(mu)標任(ren)務。堅持目(mu)標導向(xiang)、結(jie)果(guo)導向(xiang),精準施(shi)策(ce),分類推進,為實(shi)現碳達(da)峰(feng)目(mu)標提供有力支(zhi)撐(cheng)。——政(zheng)府引導,市(shi)場(chang)推動。更好發揮政(zheng)府作用,加快(kuai)綠(lv)色低碳(tan)科(ke)技和機(ji)制創新,健全(quan)綠(lv)色低碳(tan)法規標(biao)準體系、政(zheng)策體系,提升(sheng)要素資(zi)源配置(zhi)效(xiao)益。發揮市(shi)場(chang)在資(zi)源配置(zhi)中的(de)決(jue)定性(xing)作用,落實用能權交易(yi)、碳(tan)排放(fang)權交易(yi)和生態(tai)保(bao)護補償等制度,激(ji)發市(shi)場(chang)主體活力,形成(cheng)有效(xiao)激(ji)勵約束機(ji)制。二、主要目標"十四五”期間(jian),全(quan)省(sheng)產業結(jie)構(gou)和能(neng)源(yuan)(yuan)(yuan)結(jie)構(gou)優化(hua)調整取得(de)明(ming)顯進展(zhan),能(neng)源(yuan)(yuan)(yuan)資(zi)源(yuan)(yuan)(yuan)利用(yong)效率大幅提(ti)升,煤(mei)炭(tan)(tan)消費(fei)持續減(jian)少,新能(neng)源(yuan)(yuan)(yuan)占(zhan)比(bi)逐漸(jian)提(ti)高的新型電力系(xi)統(tong)加快構(gou)建,綠色低碳(tan)技(ji)術研發和推(tui)(tui)廣應用(yong)取得(de)新進展(zhan),減(jian)污降(jiang)碳(tan)協同推(tui)(tui)進,人才隊伍發展(zhan)壯(zhuang)大,綠色生(sheng)產生(sheng)活(huo)方(fang)式得(de)到普遍(bian)推(tui)(tui)行(xing),綠色低碳(tan)循環發展(zhan)經(jing)濟體系(xi)初步形成。到2025年,全(quan)省(sheng)非化(hua)石能(neng)源(yuan)(yuan)(yuan)消費(fei)比(bi)重比(bi)2020年提(ti)高5個百(bai)分點,確保單位生(sheng)產總值能(neng)源(yuan)(yuan)(yuan)消耗(hao)、單位生(sheng)產總值二氧化(hua)碳(tan)排放(fang)和煤(mei)炭(tan)(tan)消費(fei)總量控(kong)制(zhi)完(wan)成國家下達指標(biao),為實(shi)現碳(tan)達峰(feng)奠定(ding)堅實(shi)基礎。"十五(wu)五(wu)”期間,產業結(jie)構(gou)調整取(qu)得重(zhong)大(da)進展,清潔(jie)低(di)碳(tan)(tan)安全(quan)高效的能源(yuan)體系初步建立,非(fei)化石能源(yuan)成為新增用能供給主體,煤炭消(xiao)費(fei)占比持續下(xia)降,重(zhong)點行業能源(yuan)利用效率達到國(guo)內(nei)先進水(shui)平,科技創(chuang)新水(shui)平明顯(xian)(xian)增強,市(shi)場機制更加(jia)靈活,全(quan)民踐行簡(jian)約適度、綠色(se)低(di)碳(tan)(tan)生(sheng)活理念的氛圍基(ji)(ji)本形成,經濟社會(hui)發展全(quan)面(mian)綠色(se)轉型取(qu)得顯(xian)(xian)著成效。到2030年(nian),全(quan)省非(fei)化石能源(yuan)消(xiao)費(fei)比重(zhong)進一步提高,單位(wei)生(sheng)產總(zong)值(zhi)能源(yuan)消(xiao)耗和(he)單位(wei)生(sheng)產總(zong)值(zhi)二氧化碳(tan)(tan)排放持續下(xia)降,順利實(shi)(shi)現碳(tan)(tan)達峰目標,為實(shi)(shi)現2060年(nian)前碳(tan)(tan)中和(he)目標打下(xia)堅實(shi)(shi)基(ji)(ji)礎。三、重點任務(一)能源(yuan)綠(lv)色低(di)碳轉型行動。統籌能源(yuan)低(di)碳(tan)發(fa)展(zhan)和安(an)(an)全保(bao)供,加快發(fa)展(zhan)新能源(yuan),穩定(ding)油氣消費(fei)增長,科學控制煤炭(tan)消費(fei),加快構(gou)建(jian)清潔低(di)碳(tan)高效安(an)(an)全的能源(yuan)體系。1.大力(li)發(fa)(fa)展新(xin)能(neng)源(yuan)(yuan)(yuan)。加(jia)快風能(neng)資(zi)源(yuan)(yuan)(yuan)開(kai)發(fa)(fa)利(li)用(yong)(yong),以(yi)(yi)沿(yan)黃淺山丘陵(含(han)黃河故道)和(he)中東部平原(yuan)地(di)(di)(di)區為重點(dian),規劃建(jian)設(she)(she)(she)(she)一批(pi)(pi)百萬(wan)千(qian)瓦(wa)(wa)級高質(zhi)(zhi)(zhi)量(liang)(liang)(liang)風電(dian)基(ji)地(di)(di)(di),到(dao)2025年,風電(dian)累(lei)計(ji)并網容量(liang)(liang)(liang)達到(dao)2700萬(wan)千(qian)瓦(wa)(wa)以(yi)(yi)上(shang)(shang)。加(jia)快智能(neng)光(guang)伏(fu)產業(ye)(ye)創新(xin)升級和(he)特色應用(yong)(yong),鼓勵利(li)用(yong)(yong)大中型(xing)城市(shi)屋頂(ding)資(zi)源(yuan)(yuan)(yuan)和(he)開(kai)發(fa)(fa)區、工業(ye)(ye)園(yuan)區、標準(zhun)廠房、大型(xing)公共建(jian)筑屋頂(ding)等發(fa)(fa)展分布式(shi)光(guang)伏(fu)發(fa)(fa)電(dian),推進登封、商(shang)城等整(zheng)縣(xian)(市(shi)、區)屋頂(ding)分布式(shi)光(guang)伏(fu)試(shi)點(dian)建(jian)設(she)(she)(she)(she),結合采煤沉陷區、石(shi)漠(mo)化、油井礦山廢棄地(di)(di)(di)治理等,建(jian)設(she)(she)(she)(she)一批(pi)(pi)高標準(zhun)"光(guang)伏(fu)+”基(ji)地(di)(di)(di),到(dao)2025年,光(guang)伏(fu)發(fa)(fa)電(dian)并網容量(liang)(liang)(liang)達到(dao)2000萬(wan)千(qian)瓦(wa)(wa)以(yi)(yi)上(shang)(shang)。因地(di)(di)(di)制宜發(fa)(fa)展生(sheng)物(wu)質(zhi)(zhi)(zhi)發(fa)(fa)電(dian)、生(sheng)物(wu)質(zhi)(zhi)(zhi an)(tan)(tan)項(xiang)目(mu)節(jie)能(neng)改造(zao)和(he)(he)能(neng)效(xiao)提(ti)升。發(fa)(fa)揮新(xin)興產業(ye)(ye)投(tou)(tou)資(zi)(zi)(zi)(zi)引(yin)導基(ji)金(jin)(jin)(jin)、創業(ye)(ye)投(tou)(tou)資(zi)(zi)(zi)(zi)引(yin)導基(ji)金(jin)(jin)(jin)、河南省綠(lv)(lv)(lv)色(se)(se)(se)發(fa)(fa)展(zhan)基(ji)金(jin)(jin)(jin)等(deng)(deng)(deng)(deng)政(zheng)(zheng)(zheng)府投(tou)(tou)資(zi)(zi)(zi)(zi)基(ji)金(jin)(jin)(jin)的引(yin)導作用,撬動更多社會(hui)資(zi)(zi)(zi)(zi)金(jin)(jin)(jin)投(tou)(tou)入節(jie)能(neng)環(huan)保(bao)(bao)、新(xin)能(neng)源、碳(tan)(tan)(tan)(tan)捕集封存(cun)(cun)利(li)用等(deng)(deng)(deng)(deng)綠(lv)(lv)(lv)色(se)(se)(se)產業(ye)(ye)。加(jia)大可再(zai)生能(neng)源發(fa)(fa)展(zhan)支(zhi)持(chi)力(li)(li)度(du)(du),有效(xiao)破(po)解(jie)項(xiang)目(mu)建(jian)(jian)設(she)中的土地供(gong)(gong)應(ying)、城鄉建(jian)(jian)設(she)、環(huan)境保(bao)(bao)護(hu)、電(dian)(dian)網適應(ying)性(xing)等(deng)(deng)(deng)(deng)瓶頸制(zhi)約,完善(shan)可再(zai)生能(neng)源消納保(bao)(bao)障機(ji)制(zhi),出臺(tai)促進可再(zai)生能(neng)源發(fa)(fa)展(zhan)的空間要(yao)素(su)、財(cai)(cai)(cai)政(zheng)(zheng)(zheng)金(jin)(jin)(jin)融等(deng)(deng)(deng)(deng)保(bao)(bao)障性(xing)措施。推(tui)廣節(jie)能(neng)環(huan)保(bao)(bao)服務政(zheng)(zheng)(zheng)府采(cai)(cai)(cai)(cai)購,強(qiang)化節(jie)能(neng)環(huan)保(bao)(bao)產品政(zheng)(zheng)(zheng)府強(qiang)制(zhi)采(cai)(cai)(cai)(cai)購和(he)(he)優(you)(you)先采(cai)(cai)(cai)(cai)購制(zhi)度(du)(du)執行。(三(san))建立健全市場化機制。組織省內電力企(qi)業(ye)積極參與全國碳(tan)排(pai)放權(quan)交易,加強(qiang)企(qi)業(ye)碳(tan)核(he)查,做好排(pai)放配額分配、自愿交易、配套服(fu)(fu)務等工(gong)作。修訂用(yong)能權(quan)有償使用(yong)和交易試點實(shi)施(shi)方案,完善用(yong)能權(quan)配額分配辦(ban)法(fa),推動用(yong)能權(quan)交易擴(kuo)圍(wei),優化能源資(zi)源配置(zhi)。積極推行(xing)合同能源管理,推廣(guang)節(jie)能咨詢(xun)、診(zhen)斷、設計、融資(zi)、改(gai)造、托(tuo)管等"一站式(shi)”綜合服(fu)(fu)務模(mo)式(shi)。五、組織實施(一)加強組織領導。加強(qiang)黨(dang)對(dui)碳(tan)(tan)達(da)峰(feng)(feng)、碳(tan)(tan)中(zhong)(zhong)和工(gong)作的領導(dao)(dao),省(sheng)碳(tan)(tan)達(da)峰(feng)(feng)碳(tan)(tan)中(zhong)(zhong)和工(gong)作領導(dao)(dao)小組要(yao)(yao)加強(qiang)整體(ti)部署(shu)和系(xi)統(tong)推進(jin),研究重(zhong)大問題(ti)、組織重(zhong)大工(gong)程、發布重(zhong)要(yao)(yao)數據(ju);領導(dao)(dao)小組成員單位要(yao)(yao)加強(qiang)配合,扎(zha)實推進(jin)相關工(gong)作;領導(dao)(dao)小組辦公室要(yao)(yao)加強(qiang)統(tong)籌協調(diao),定期對(dui)各地(di)和重(zhong)點(dian)領域(yu)、重(zhong)點(dian)行業(ye)工(gong)作進(jin)展情(qing)況(kuang)進(jin)行調(diao)度(du),加強(qiang)跟蹤(zong)評估和督促檢查,確保各項(xiang)任務落實落細。(二)強化責任落實。各地各部門要深刻認識碳達峰、碳中和工作的重要性、緊迫性、復雜性,切實扛起責任,按照本實施方案確定的主要目標和重點任務,著力抓好各項任務落實,確保政策到位、措施到位、成效到位。工作落實情況納入省委生態環境保護督察。(三(san))嚴(yan)格監督考核。落(luo)(luo)實國(guo)家碳(tan)達峰碳(tan)中和(he)(he)綜(zong)合評價(jia)考(kao)(kao)(kao)核(he)制(zhi)度,建(jian)立碳(tan)達峰碳(tan)中和(he)(he)工作專項考(kao)(kao)(kao)核(he)機制(zhi),對能(neng)源消費和(he)(he)碳(tan)排放指標實行協(xie)同管(guan)理、協(xie)同分解、協(xie)同考(kao)(kao)(kao)核(he)。加強考(kao)(kao)(kao)核(he)結果(guo)應用,按照國(guo)家和(he)(he)省(sheng)有(you)關規定(ding)對碳(tan)達峰工作成效突出(chu)的單位和(he)(he)個人給予表彰獎勵,對未完成目標任務的地方(fang)、部門依(yi)規依(yi)紀依(yi)法進行通(tong)報(bao)批(pi)評和(he)(he)約談問責。各地各有(you)關部門貫徹落(luo)(luo)實情(qing)況每年向省(sheng)委(wei)和(he)(he)省(sheng)政府報(bao)告。
